Rate of fire
 
Just took a look to the database.

It seems I'm not able to add a rate of fire to a weapon. So a ATGM and SAM is only launch able when the unit standstill. Also are for a ATGM and SAM only two shots per minute possible independent of the target range or ATGM-fire-and-forgot ability.
For guns it seems there is a similar problem: I'm not able to influence the rate of fire depending of autoloader or not.

So is there a way for future improvement to add individual rate of fire depending of direct or indirect fire?

INf ATGM and inf SAM's have a two shot maximum. You can get less if the experience level of the troops drops below 75 and then all you get is one shot. Gun ROF is determined by experience as well. If it's an autocannon that is set up when the weapon is designed and the code knows it's an automatic gun and not single shot. "Autocannon" has it's own weapon class. Changing ROF won't make it quicker. The game already knows what it should be firing as by the weapon class

Further to this. If the second part of your question refers to the ROF of Russian tanks with autoloaders this issue has been flogged to death on the TO&E subforum. Main tank gun ROF is influenced by crew experience in this game. That is not going to change
