vine whips and entangle

I've tried using vine whips (actually, using the conceptual balance mod, v 4.0) and they don't seem to entangle. There is no entangle animation (a la Tangle Vines) and no noticeable tangle effect.

Does anyone have any experience with vine whips and entangle?
