What determines if a given character is reported in scouting reports as "radiating power"? Pretenders obviously, Prophets likely, HoF-eligibles, sure. But why would a Dark Vines get such a jump? I've seen many times the line "A Dark Vines was seen in the area, it radiated power." And does that actually mean anything anyway? Or is it just to relieve the monotony and add to the wonder of what that thing's going to do if you get too close...?

I think it can (will?) say that whenever the individual in the report has magic ability.

...I seem to recall hitpoints being a large factor in the radiation equation.
