Spawning new empires in-game
 
Is there an easy way to create new empires within the game? I've seen child-empires appear in my own territory through enemy intelligence succeeding on my population.

Would it be possible to mod in this sort of thing?

As far as i know, its not possible to manually spawn new empires. I believe the only way is to use intel.

Or deliberately make your planets angry for a long time

If you make the appropriate Intel project feasible (by making it cheaper), you could spawn empires through intel warfare.

I seem to remember reading here that SEIV cannot generate any new empires if you start off with 20 empires. Even if some of the empires died off during the course of the game, it won't make any new ones to replace the freed up slot. So there can only be 20 different empires ever, maximum, for a particular game of SEIV.

That is not entirely accurate. While no new empires can be generated if there are currently 20 in the game, there is nothing special about 20 empire start games. Once an empire is destroyed, a new one can be created through intel or events. I've seen it happen in such games.

You are entirely sure about this? I am pretty positive that Kamog is correct about this. I believe that the absolute limit is 20 in the history of a game. If you start with that many, or once you reach that many in game dead or alive, you cannot get any more planets to rebel.

This doesn't work for SE4 unfortunatly. It did for SE3, but in SE4 you have to have the PPP inte project.

Fyron is indeed correct, I've seen neutrals spring up after one of the 20 original races has been wiped out.

Well, sorry to be a doubter, but I'll believe it when I see it. It's been a long time, but I do remember doing some testing on this at one point and couldn't not get it to happen. I was sure enough that I sent it to Malfador as a new feature request at one point, but he never did anything about it that I recall.

I am quite certain. I have seen more empires spawned from PPP after killing/conquering one of the old ones.
