System Wide Ground Combat Modifier?
 

Is there an ability you can give a component that will give System Wide ground Combat Modifier, and make it so it is only applied once?

If not, anyone know if the system wide combat modifier that applies to ships, applies to ground combat as well?

No. System combat modifier applies only to ship offense bonus.
