Changing game settings in mid-game?

Does anyone know if it is possible to change game settings (specifically, maximum ships per player) in mid-game? We have a PBEM game which has been running for a couple of months, and we accidentally set it up with a 100 ship-per-player limit. I have tried a half-hearted search through the .gam file with a hex editor, no luck so far.

As far as I know you can't. You may just have too restart the game and make sure the settings are what you want.
