pretenders changing scales

I can't seem to find it in the help, but is there a command to make a unit effect scales, similar to the lady of fortune or the celestial emperor do to luck?

I was thinking certain turmoil based dominions could be greatly improved if there was a pretender that had an inherent order scale available to them.
