Hyper Plazma vs. Hyper Plazma

I must be missing something obvious:

How can I have a Hyper-Plasma Bolt V with a 50/45/40 dmg. ratio and my opponent can have the same bloody weapon with a 150/135/120 dmg. ratio?

It's called a Dreadnaught with a "Heavy Mount" gun.

Second button down on the right in ship design. You make the gun bigger & it kicks more ***.
