I need help

I would like to increase the number of random neutral players in a game, but I can not find out where to adjust this number at in the files.

More specifically, I want to have a game with fewer Empires and more random neutrals. Is there any way to bump up the neutrals count without increasing the random empires number?

Any help is appreciated.

Manually add as many enemy empires as you wish, then generate only random neutrals (set the number to high but be sure to add some new neutral shipset/AI if you want more than 6 of them)
