PD in water

Are land based Pretenders not supposed to be able to buy PD in water provinces? Since I have been unable to buy PD in several games it is most likely just the way it is but I thought it worth checking.

Its based on nations, not pretenders.

In the main only water nations can buy PD in water, always exceptions of course like Agartha.

Land based nations can't buy PD in Water. I think the only exception is LA Atlantis, but I'm not sure. It doens't have to do with the Pretender, just nation.

LA atlantis,LA mictlan as well. And argatha EA can buy PD underwater.
