RFC: Copy a Nation?

Request for Comment:
(in other words, Im not likely to DO this but it seems interesting)
Has anyone tried to "copy" a nation yet?
If people wanted to try their Ulm tactics against someone elses Ulm tactics, can a nation be easily copied to one of the empty slots?
