Minister Bug?
 

Hi, once my empire starts to get really expansive, I like to turn over some of the mundane chores to my ministers.

One example is keeping colonies updated with all the latest upgrades. Unfortunately, I can see a way to set this up.

I found how to have a minister construct facilities from scratch, but all he does is construct new facilities, not upgrade existing ones.

Am I missing something or is this minister bugged?

Note that you can easily upgrade facilities all over your empire by entering the 'Colonies' window and press 'upgrade facilities'.

Oh, I meant in the construction list, not the colonies list, but you probably figured that.
