Questions
 

1. I have had this happen 2 or 3 times. If I colonize a Ruin planet the same time my research discovers a new advance, sometimes the ruin doesn't give an advance.

Now it could be that the advance I just discovered is the one that was in the ruins (doubt it tho) or this is a feature http://www.shrapnelgames.com/ubb/images/icons/icon7.gif.

2. Also it seems that sometimes in tactical combat when i hit enter the AI misses a turn.

I think that #2 has been mentioned before but I haven't seen any mention of #1.

Any help, enlightenment.... appreciated.

I could be that the ruins were giving you the tech that you were about to finish, though the ruins usually give you two or three techs. If it was an expensive tech level, perhaps the ruin would only give you one.

The other possibility is that you've already colonized some other ruins, and you are getting a second copy of the "massive shield depleter handbook", which you've already learned.

There's two different kinds of ruins, ones that give you regular techs and ones that give you one of the four unique techs, massive ion depleters, massive shield depleters, massive planetary shield generators, and the neural combat net. They all have the same description, something about we have detected advanced technology on this planet. What exact tech one these ruins has is determined with the quadrant is created so like SJ said if you colonize another ruin with the same tech you won't get anything.
