Bug or by design?

I'm noticing on my brand new colonies, I am able to build ships before I've built a spaceyard... but this ability seems to go away one I build another facility...

weird.. I havne't thoroughly explored this.

Can you actually build the ships (they appear in space after an appropriate number of turns), or just add them to the queue? If the latter, it is probably by design, to let you queue up a space yard, then some ships to follow it. If the former, a bug to be reported.

I can't confirm this..it won't even let me select the ships tab.

you can do it from the construction window if you select multiple shipyards, but the ships do not get built.
