PBW Update: File Library

I've added types for SEV file uploads to the PBW file library. If you have a SEV shipset, mod, map, etc. you can upload it to it's own category now.

The se5 shipsets don't yet link to the game page the way that the Se4 shipsets do yet. I'll get to that at some point.

Would it be possible to allow downloads without a cookie? It's kind of annoying to have to tell people they need to register and log in just to download a shipset or whatever from PBW.
