What ship-based weapons kill troops on planets?
 

If I plague-bomb an enemy planet would I kill the enemy troops on it? If not what ship-based weapon would do that while keeping the facilities intact? That radiation or neutron bomb I suppose?

If you bomb out the population, you'll leave the troops, but you will remove the militia, and that will help.
Careful use of standard weaponry can kill off troops with minimal damage to the rest of the planet, but requires tactical combat.
