Population needed to operate Facility
 
It seems to me that population is not needed to receive production. If I have little population, I can still receive production from all 15 or 20 facilities.

Is there no correlation between population and production?

Currently, you can operate any number of facilities with minimum population. The only restriction enforced is on atmosphere breathed and domed colonies.

According to the setting txt. file 50,000 people are needed to run a facility. Isn't this being used in the hard code of the game?

If 50,000 are needed for one facility then 1,000,000 can operate 20 facilities. Since a colony module carries 4 mil the number seem very low.

I'm sorry the correct figure is 50 million to operate one facility, but the population can be under that amount and you can still have several facilities built and productive.

That setting has been known not to be working for a long time. When it does get fixed, I wonder how it will determine which facilities are working? The change is likely to be hard on the AI.

I think it will be based on the order of construction as that is already tracked. When you view the facility list of a planet it is shown based on the order of construction. It could apply population down the list until it either ran out of population (and the rest of the facilities would be temporarily out of order) or facilities in need of population in which case you're at full production.

If you build more than one of a particular facility, all of them will cluster with the first one that was built, no matter what else you build after the first.

This feature was removed in the beta. It proved to be very annoying and was scrapped. That line does not do anything anymore. (The major problem with it was that it took too many people to get all facilities operating. It would take years to get all the population needed for a huge planet)

Why not just reduce the 50 million to operate a facility to 1 million then the population factor would be involved?

Do the lines in the data settings file-'population modifiers' still operable?
