Tax and Unrest

How much unrest does every 10% of tax take care of?
I'm fairly certain I remember seeing that it was 3 unrest per 10% tax cut, but I can't find it anywhere.

Yes, it's 3 per 10%. You need taxes at 80% to nullify a brigand lair (5 unrest) and 0% taxes decreases unrest by 30.
