Troops can be landed on shielded planets in SE4 too.
Boarding parties cannot be used on a ship that has at least one shield point, IIRC in both games. |

See, the thing is, the shield only stops high-velocity objects. And troops aren't high-velocity enough. After all, you wouldn't want them to explode in a fiery ball of flame because the brakes couldn't handle the velociity, would you?

Actually, the planetary shield around Coruscant in Star Wars prevents even low-velocity objects like ships. In one of the books, the shields are kept up full-time in order to defend against cloaked asteroids in decaying orbit.
