Stuck in a game
 

After several false starts, I got a good game going as Senator Santorum of the Empire. I whupped some lousy Demonologist and a whole pile of independents. My dominance is unchallenged!

Um, except ... there's still one AI player hiding out there ... somewhere ... and I can't find the bugger. I have explored everywhere from sea to shining sea, and I have not been able to find any sign of my sole remaining adversary.

There are some rivers on the map. Could he be hiding behind the rivers? I don't know, because I can't seem to cross the rivers! Is there a bridge-building unit of some kind? An amphibious unit? What am I missing?

A saved game is attached. Any advice would be very welcome!

You can cheat by using shift-C to view the whole map. It also gives you extra action points.

Why, look at that! There's the silly bugger, hiding on an island in the southeastern corner of the map.

Any suggestions as to how I can reach that island to apply some serious smiting? Amphibious landing vehicles? Paratroopers? Orbital Mind Control Lasers?

A shaman could have taken him with spirit attacks. But you are not a shaman.

Thanks for the advice. I think I'll follow in the footsteps of Senators throughout history and simply declare myself the winner. Enjoy your island retreat, elf-boy!

So what are your options when this happens besides just qutting? Is there a method to reach these islands? Is there a cheat I can use to kill the AI? Is this a bug or is it normal?

It's highly unlikely, but as evidence shows, possible. There is nothing you can do.

Good to hear it's rare... it happened to me on my first game last night as a Necromancer. Think raising the dead makes you insane? Try scouring the map for an hour and a half in confusion!
