Ok, remember how I have been *****ing about wanting more Random Neutral empires? Well, I think I just figured out how come 6 is always the max number I can get. You ready?

Good GOD!, if all I have to do to get more randoms is make them, then this was way to simple, and I need to re-take the IQ test as this was really to simple to believe. If this works, talk about the easy fixes...

Actually, I've had my # of Neutrals above 6 for awhile, but have never seen more than 6. So I think it is hard-coded.
