How exactly does this work? Is it just a free "preach" effect on whomever carries the idol around for your dominion? Or does it reduce your dominion as well as other player's via some sort of "neutral" preaching effect?

The manual says it has the same effect as a level-3 priest preaching, only against dominion though. So yes, it's neutral.

That's what I figured, but I was curious if anyone had actually tested it as I've found the manual, and in game, descriptions to be an approximation most of the time.

Does anyone know where I can get a cheating mod that will allow me access to infinite gems and recruitable mages that are 9 in all paths, and with all research done, plus all the national spells so that I can test spells'n'stuff?

Uhh. Just mod wish to astral 1 and 1 gem. That will pretty much do it. 'cept the nationals, for which you need some more modding.
