New underwater Nations

I just thought I'd bring up that I seem unable to find any new underwater nations. This could be something an enterprising person more adept at coding could do, maybe?

There's at least one being made, by Sombre, but it's more of people don't really want to make underwater nations, they are slightly harder to make than an above ground nation, but not overly, it's mainly cause no one wants to.
