Question: GIMP Patterns
Is there a way to take part of an image, make a pattern out of it, and then use that pattern in another image?

Yes.
Create your pattern and save it as a PAT file from the save image dialog. The pattern can then be selected and used with tools like the bucket fill. Hope that helps. |

Ah, I should expand my answer some.
Save the PAT file to your gimp patterns folder. I can't remember if it shows up immediately, or if you need to restart gimp in order for it to appear in the pattern selection dialog. |

There's also an option in the Script-Fu dialog, selection -> to pattern, which may be more convenient.
