Aren't these former Polish upgrade projects?
I know that they spent the better part of the 90s putting every odd turret on BWP hulls http://forum.shrapnelgames.com/images/smilies/happy.gif including the DelcoLAV-25, even though the version on your picture seems newer.
If you want strange hybrid SPHs, take a look at the old proposals made to India at about the same time, that included at least the South-African T66 turret on T-72 chassis and apparently a French AUF-1 GCT turret on T-72 as well (IIRC the T-72 base was a prerequisite in the competition).

I´ve been training with a finnish BMP-1 that was fitted with a LAV-25 turret. A test version of upgrading BMP-1s and maybe to test westen IFV armament systems. The BMP in the picture looks very familiar indeed.
