Blood Vengence?

My understanding is that BV can be resisted. I'm wondering if the unit w/BV is equipped with penetration boosters (rune smasher, etc.) does that make it harder to resist the BV?

AFAIK, penetration items only help with cast spells, not item effects or unit abilities.
