Randomness in SEV

How does the game decide where to place planets, empires and ruin tech? With ruins, how does the game choose a random tech to give?

More exactly, how random are random numbers generated in SEV? Do they have an equation that generates a series of random numbers that follows a seed? Or is it something simpler?

I ask this because there are times when the exact same empires are always made or that certain empires are always in the same spot on a single map. Or ruins where if you load up the game before, it'll give you a different tech then it would otherwise. ( repeat tests show that the 2nd time a ruin is colonized, it settles on one tech no matter how many times it is repeated.)

It would be best to ask Aaron about this as anybody else's response would be speculation. But I do recall random not feeling so random in SE4 or the SE4 map editor.

As far I can tell, I think that randomness is during map génération, on game setup.
