Underwater Forts

Quick question about forts. I know that ground forts don't collect resources from underwater forts, but what about underwater forts? Do they collect from aboveground or underwater or both?

It is as simple as this:
Land fortresses collect from land provinces.
Underwater fortresses collect from underwater provinces.
