Penetration & Light Of The Northern Star

Does the battlefield spell give +1 astral to all mages, even those without astral? Or just +1 astral to all astral mages?

Secondly, Do you get +1 penetration (which I presume is -1 to any MR roll) for each spell level you have over the casting cost? If not, how does it work?

Thats explained in detail in the manual! +1 penetration for each 2 levels over the casting costs.
