Can\'t recruit?

I've a castle on a border with a foe.

I place orders to recruit a scout and some troops.

Plenty of cash. Plenty of resources.

No troops show up.

I'm a bit frustrated. It's been a couple of turns that I've lost the output of this castle. Bug? Something I've done?

Check the unrest level in the province, if it is 100+, you can't recruit.
