Radiating Power

What is the threshold for a unit to radiate power. I've never been able to really understand this because its something only the enemy sees. Yet I suppose I haven't really investigated it much.

I've never seen a non-caster get this description. I have always assumed it simply meant a caster but I've never investigated.

A well equipped Sceptre will be listed as "very powerful nonetheless" yet for the "radiated power" phrase I believe the unit has to have 4 or more levels in a magic path.
