Global War - Sub needed for EA Lanka

We need a permanent sub as soon as possible for EA Lanka in Global War.

The nation is doing pretty well btw and has a very large pile of resources awaiting whomever takes them due to the player staling the last few turns without letting us know their interest was gone.. grr
