Changing terms of alliance?
 
I am in an alliance (SE5 v1.71 with Balance Mod v1.14a). How do I propose changes to the alliance? I've tried going to the empires tab (alien head icon, with radar dish on his head), selecting the alliance by name, and going to "Alliance Chambers". I choose "Propose Rule Change", enter some changes, and hit "OK". I then see the proposal listed on the left (under "Current Proposals"). If I click on it, the details (including the proposed change) appears in the central panel. I can vote "yes". Next turn, my alliance partner does not see the proposal appear in "proposal details" and he cannot vote. He's tried clicking on "proposal details", but nothing shows up. He has received my messages to the alliance, but no proposals to vote on. Are we missing something?

One thing I did do was vote "Yes" immediately. Could that have rendered the vote null because I didn't have enough votes to unilaterally pass the vote? I'll try not voting and see if it appears for both of us next turn....

I think alliances are broken.

Ouch! We gave up a standard treaty that was throwing off considerable resources to form the alliance. If alliances are broken, we'll need to break this one as well, disrupting trade again... http://forum.shrapnelgames.com/images/smilies/frown.gif
