Is there a .txt file somewhere? I can't find one. Is it hardcoded?

There is no way to control how the AI uses intelligence projects. It is handled by some very random 'minister' in the hardcode. This and the total lack of definition for fleets (which implies the ability to control specific types of ships built, too) are the probably the greatest flaws in the AI design. I hope it makes enough sense to MM that individual races would have different styles of fleet operations and different preferences for intelligence projects that these options will be implemented as external AI files like research and politics have been. An "AI_Intelligence.txt" with a list of preferred projects shouldn't be too difficult. Defining fleets is more complex but vitally important for truly different AI styles. I wish I knew what was currently in the works. It's been three weeks since the announcement of resumption of work now, with no news.

It has been forwarded many time to MM to put in place a file similar to that of the construction file. Then AI modders can create a list of intel projects based on AI states. This would also allow AI modders to eliminate intel projects that the AI obviously does not use (e.g. queue concentrations, etc.) As for the fleet control that Baron mentioned, that has also been forwarded to MM in many different forms. The one I like is to have a bit flag for each design that would tell the AI whether the design should be added to a defense/attack fleet or not at all.
