Intelligence points available

What is the "intelligence points available" measure, and why would it go down when I am not scrapping any intel stations?

Intelligence points available are the points your empire is producing. They could decrease for a number of reasons including population or mood decreases on intel producing planets, a loss of a spaceport in a system, etc.
