Do riot police work in SEV as they did in SEIV? When I declare war, is that a one time hit on happiness, or does the state of war increase anger? When I declare war, does this also increase the enemy's people level of anger? Is there a way to un-declare war without entering into a treaty?

AFAICT, yes.

One hit per declaration.

I think so, but your opponent could have a different "population tolerance for war", so the effect on each empire might not be equal.
