What represent "RED" and "GREEN" nations
 
Hi, as a newbie I have a silly question: who are the "RED" and the "GREEN" when you choose a nation? The red=rebels???

And can I make a scenario with civilians (and moving them as troops?

Goto Game Options Programme -> Help tab -> Game Manual button to launch the Game Guide. Then press the "Historical Design Notes" link in the Game Guide. This section also has the usability dates for the OOBs.

Yes you can have "civilians", but they will act and behave like normal troops.

There are "civilians" in the UN OOB for use in scenarios.

Green seems to be Latin America and Red is ex Soviet States
