How do I set it so that I get 2,000 racial points, but each AI gets 5,000?

Set the game to use 5000 but only spend 2000 for your self.

If you're looking to increase the dificulty, you might try adding some of the better custom races, the Rage being a good example.

And High Difficulty, High Bonus always helps.

Daynar made a mod a long while back that increased the cultural mods given to the AI. it made for a challenging game indeed.
