Idea with Hotseat

Has anyone been working on a program that would mimic the hotseat game on seperate computers?

Would sovle alot of issues with combat.

I don't think you could do this with an "add-on" externally. It will require an actual hardcode change to the SE IV executable. It would be very nice to play direct tactical combat over a LAN, though. Especially with more than two combatants. I hope MM gets around to it sooner or later.
