I would actually go with the quote somewhere in there not necceseraly a new weapon.
Ruskies have been playing with thermobaric weapons for ages just decided to show the balance of power as the US revealed theres.
Probably exagerated but just like they did with the TSAR bomb want to show the US they can do bigger.

MOAB is not a FAE, just uses powerful conventional explosive AFAIK ;)

Putting things in perspective if I remember correctly the TSAR bomb produced shock waves that circled the world 3 times picked up by the weather people.
Thats quite a large bang global warming anyone;)
