Voice of Tiamat for non-aquatics?

If I am a non-aquatic nation and want to cast Voice of Tiamat, can I give a water mage a water breathing item, go into the sea, build a lab and cast it?

yep.

Or, start with d2 and get lucky on a spectre mage who is amphib. But check that.

Or w4 d1 gets you amphib water mages.
