Agartha fortress spam?

Any particular reason why they'd do that - other than having too much money?

To avoid losing provinces to thugs or distant summon spells like Call Horror or Call of the Winds.

Some of those could also be from sites. Firbolg fortress, Jervellan Wall, Crystal citadel...

The AI can do odd things. I've seen some with a strange compulsive desire to build castles or temples everywhere, I don't know why.

There are different AI personalities, n'est pas?
Perhaps the defensive one would be more inclined to build castles.
