PBEM Campaign Problem

Sorry another one
Greece vs Turkey now to mid 2010
Player 2 me decided to buy a couple of helos in my core for a change.
I cant no air is available as in helos obviously looks like only player 1 gets this option.
Did set up one & sent to myself to check & player 2 got none that time to.
