Starting map positions

Is it possible to start a map with nations having different size countries?

I'd like to try a game where people start with 80 points - and can bid on starting positions, and then on starting nation.

Left over points will be used to adjust the cost of their pretender.

This would be useful - as it:
Would allow some pretenders usually to expensive to be played.
Give weak nations an advantage that might make them playable
and allow some nations such as agartha which might benefit from additional scales to have the wherewithal to purchase them.

So, gurus, is it possible?

Re: Starting map positions

Yes you can use the map commands
#setland <province nbr>
#owner <nation nbr>
That will allow you to assign individual provinces to specific nations.
