Summon storm power

If one of your mages casts storm, and the other mages cast summon storm power in the same turn, will the guy who casts storm always cast first?

If he doesn't then if will totally ruin your battle. Should I cast storm on the first turn, and have the other guys cast summon storm power on the second, just to be safe?

Casters in a battle act in unit id order, which is the order they're listed in the army orders screen.

Have the top guy on the list cast Storm and anyone lower will be able to cast Storm Power. Or just bring a Staff of Storms, which will cast before anyone.

Same thing should be kept in mind when making communions btw, it's explained in most communion guides too. (ie. using power of the spheres in those situations and such)
