It's all randomly distributed (unless preset in the map, which is rarely). You can get two site+% bonus sites in the same province, and they don't stack - that could be called bad luck.

It adds some gem income (2fire+2astral) an the adept of the golden order recruitable - a mage with FS2 +1?AEFS.

IIRC, I'm usually pretty good at remembering stuff like this.

Perhaps you have run into the iron or silver order?
They specialize in Earth and Air instead of Fire and are pretty good, the iron order mercenary has helped me win games.

The Metal Order adepts all get a research bonus, which can be very handy. They're expensive, though....

The price is more than justified, since the only one with even remotely as big a research bonus is a lore master, and the metal order adepts are cheaper yet have almost as much research since they have more base paths.

Just FYI, there are three versions of each metal order tower and each gives a different gem income. They are 2+2, 2+3 and 3+2 wrt the primary and secondary gem incomes, plus lab plus allows recruiting the mages.
