To us it is necessary Steel Panthers commander.
It should be at war in winSPMBT v.5.0 for German armies - tactical level (the basic in this campaign).
MC: DF ' 85 it is necessary only for the commander-in-chief - operational level.

You receive scenario winSPMBT and e-mail your opponent. Your commander-in-chief gives you the order how to operate in yours to battle (to be attacked/defend/retreating and etc.)
