Is this a bug?
 

In the tutorial level, there is an island in the southeast corner where you can recuit draconians. I had Obscuro (a mercenary) go in and summon four of them. I tried assigning them to him, but it wouldn't work.

Once his term of employment was over, I recruited a non-mage, independent commander, and I was able to assign them to him.

Was this a bug, or am I missing something?

I don't think you can assign troops to mercenaries. If you could, you'd never get them back and someone else could hire them and get your troops.
