Bug when you get two chances to move

If you attack someone that is on a sector that already has ships of yours on it, you get two chances to move your ships in combat: once before the ships you are attacking and one after. This seems to be a good thing, but in turn-based games I found a devastating way to take advantage of this: Give up your first chance to move, then after the AI player moves, you get to go twice: you get to go once for your second chance to move, and again on your first chance to move of the next turn. This seems kind of unfair to me. Normally I would just decide not to take advantage that way, but I found that either the AI does it as well, or it is getting another set of movement points and its guns reloaded on that second chance, regardless of whether it went the first time or not. I suspect the AI is simply taking advantage of the situation because it doesn't get two turns every time, but it could still be a bug. Either way, I think it needs to be changed.

(It's possible this can happen in a simultaneous move game as well; I don't know)

What do you people think?
