Boots of Quickness - crossbows?

Do the boots allow you to fire a normal x-bow (1 attack per 2 turns) every turn?

Yes. And this is actually a fun tactic that I have used in multiplayer.

Not quicken just one guy. That would be wasteful. Instead, build a big bunch of those small indy size 1 Hobo crossbowmen. Then take a water 3 mage and cast quickening on them. (quickness AOE 10+, req W3) Each casting can, theoretically, quicken 60 crossbowmen! You will now have effectively doubled their amount of firepower!
